WSHA Violation of Conduct Incident Reporting & Enforcement Policy

At WSHA, we are committed to fostering a positive, respectful, and safe environment for all players, families, coaches, and staff. To maintain these standards, we have established an enforcement policy for violations of our Codes of Conduct for members of our organization. Our approach prioritizes education, accountability, and progressive disciplinary action while ensuring a fair and transparent process for all parties involved.

Scope

This enforcement policy applies to all individuals associated with WSHA and covers violations of any of WSHA’s Codes of Conduct, including but not limited to:

  • Player Code of Conduct
  • Parent/Guardian Code of Conduct
  • Coach Code of Conduct
  • Official Code of Conduct
  • Volunteer/Staff Code of Conduct

Reporting Misconduct

Misconduct may include, but is not limited to:

  • Player Violations (e.g., fighting, unsportsmanlike behavior, verbal abuse)
  • Parent/Guardian Violations (e.g., inappropriate conduct at games, harassment of officials, disruptive behavior)
  • Coach Violations (e.g., abuse of authority, failure to follow league policies)
  • Official Violations (e.g., bias, inappropriate language, unethical behavior)
  • Volunteer/Staff Violations (e.g., failure to uphold organizational values, inappropriate interactions)

How to Report a Violation

  • Complete the WSHA Misconduct Reporting Form (available upon request) or submit an email to the WSHA Board to juniorseahawksboard@gmail.com.
  • Reports should be submitted within 48 hours of an incident unless extenuating circumstances prevent timely reporting which should be immediately reported.

A valid report should include:

  • Date, time, and location of the incident
  • Names of individuals involved
  • Detailed description of the misconduct
  • Names of witnesses (if applicable)
  • Reporter’s contact information (anonymous reports are accepted but may limit the investigation process)

Investigation & Enforcement Process

WSHA follows a structured process to review and address violations:

  • Acknowledgment (Within 48 Hours)
  • Confirm receipt of the report.
  • Investigation (Within 5 Business Days)
  • Gather relevant evidence, including video footage, written statements, and official reports.
  • Communicate with relevant involved parties in writing, in person, or phone.
  • Decision & Resolution (Within 10 Business Days)
  • Determine necessary disciplinary action based on findings.
  • If further investigation is required, an updated timeline will be communicated to involved parties.

Disciplinary Actions

Enforcement measures will be applied based on the severity and frequency of the misconduct, including:

  • Verbal or Written Warning
  • Probationary Period with behavior monitoring
  • Temporary Suspension from team activities
  • Permanent Removal from WSHA
  • Referral to governing bodies (USA Hockey, rink officials, or law enforcement if necessary)

Confidentiality & Anti-Retaliation Policy

  • All reports and investigations will be handled confidentially.
  • Retaliation against individuals who file a report in good faith will not be tolerated and may result in disciplinary action.

This policy ensures fairness, accountability, and consistency in enforcing all WSHA Codes of Conduct.
